'Declaration' Lilac (Syringa x 'Declaration') from Monrovia is an outstanding cultivar from the U.S. National Arboretum that has large, dramatic clusters of deep reddish-purple, fragrant flowers. It blooms 7 to 10 days earlier than common Lilacs. Useful as a flowering informal screen, background shrub or specimen, it also is a nice cut flower for a fragrant bouquet.
